The One Belt One Road Initiative and 21st Century Maritime Silk Road was created by the Chinese government in 2013 and aims at “enabling China to further expand and deepen its opening-up, and to strengthen its mutually beneficial cooperation with countries in Asia, Europe and Africa and the rest of the world” (Vision and Actions in Jointly Building Silk Road Economic Belt and 21st Century Maritime Silk Road, March 2015, NDRC and MOFCOM).
The Chinese vision is to foster countries interconnectivity on their development strategies, aiming to complement their competitive advantages with Chinese ones.
